I have lived in the Chetwood and Collingwood ward of South Woodham Ferrers for more than 40 years.

I undertake to continue to work hard as a councillor for the people of his ward, South Woodham and of the City.

I shall continue to keep in touch, to respond to queries and to follow up issues. I have  been a Chelmsford Councillor since 2011.

Under the Conservative administration I was Cabinet Member for Waste Management, Recycling and Parking Services and my commitment to efficient waste collection and recycling has further re-inforced Chelmsford’s protection of the environment.

In the last administration I was a member of the Shadow Cabinet.

I used the experience and knowledge gained in the NHS as the member of the Health Overview and Scrutiny Committee for Chelmsford. I have supported residents issues, particularly in their objections to significant planning application for Creekview Road, Marsh Farm Animal Adventure Park and Bushy Hill

Malcolm was re-elected to represent the residents of Chetwood & Collingwood Ward at Chelmsford City Council in the May 2023 Local Elections.
